SC&A Inc Emergency Management Analyst/Planner in Arlington, Virginia

SC&A is seeking a  qualified Emergency Management Analyst/Planner to  support Federal mission and program activities related to Federal homeland security, emergency management, and resiliency programs with a focus on Chemical, Biological, Radiological, and Nuclear (CBRN) programs.  Duties will include supporting government emergency management and other comparable client programs at the Federal, state, and local level.  Work will include management, technical, and analytical support to various existing clients including, but necessary limited to the evaluation of plans, policies, procedure, training, and exercises; coordinating with applicable intra- and inter-agency stakeholders to establish public education and training regarding appropriate safety actions in response to incidents, amongst other activities; and related services.  Candidate will need to be able to work at both client and contractor sites, often with little or no supervision, hence must demonstrate integrity and professionalism. Job will require flexibility to potentially work odd hours in support of emergencies and disasters and other related client needs.

This is an on-site position. Work will primarily be in an office environment at SC&A facilities or working on-site at partner and client locations within the National Capital Region (NCR).  Some travel may be required.

Daily Responsibilities

The candidate will provide analytical and related capabilities associated with Chemical, Biological, Radiological, and Nuclear (CBRN) hazards in the areas of public/responder education/information; response management; response and recovery capability assessment, policy/doctrine, capability-based assessments, and implementation plans to support CBRN response and recovery, including but necessary limited to, assisting with program management and technical support to various Federal clients; the evaluation of plans, policies, procedure, training, and exercises to enhance responder and leadership capabilities; coordinating with applicable intra and inter agency stakeholders to establish public education regarding appropriate safety actions in response to CBRN incidents and establish post-incident risk communication initiatives for the public and first responders following such events; provide collaborative Federal-level technical assistance in the development and/or refinement of comprehensive plans, policies, and procedures for response and recovery to the effects of incidents involving CBRN weapons or materials; and support capability-based assessments of the requirements associated with response and recovery operations to CBRN incidents. The candidate will be directed by the client to complete additional tasks that may include, but are not limited to, supporting regular stakeholder workshops, meetings, and seminars/conferences in support of client program activities and support training and exercise related activities.

  • Strong understanding of hazardous materials with the ability to apply methodologies in the context of CBRNE risk, protection, resiliency, applications, preparedness, planning, response, recovery, and mitigation.

  • Individuals who possess the following certifications will be viewed favorably:

  • Certified Emergency Manager (CEM)

  • Project Management Professional (PMP)

  • Certified Business Continuity Professional (CBCP)

  • Homeland Security Exercise and Evaluation Program (HSEEP)

    Requirements

  • US Citizen

  • Must live in the National Capital Region

  • College degree, preferably in a scientific and/or emergency management field

  • Five (5) or more years of experience in homeland security, continuity of operations and exercise planning

  • Must possess Secret Clearance, at minimum

  • Must have experience related to CBRN science, policy, planning and/or response

  • Ability to handle confidential information
