About our opportunity:
The City of Asheville invites qualified applicants for the role of Equipment Operator III, Lead (EO-III, Lead). This position is in the Streets & Sidewalks Division of the Public Works Department and serves as the Lead Tree Climber on one of our crews. We are seeking an individual with experience in tree climbing and aerial lift truck operation. The Lead Tree Climber operates multiple types of heavy motorized equipment in the course of their work, including to remove and haul debris and other items to and from City facilities. The Lead Climber may be required to supervise crew members in the absence of the Crew Supervisor. This is in addition to being responsible for the routine preventive maintenance of equipment. The Lead Climber will also assist in training less-experienced Equipment Operators on the crew.
Hiring Rate : $23.29 per hour. This position is eligible for overtime in accordance with City policy.
Schedule : Four day workweek: Monday thru Thursday, 7am-5pm. Occasional overtime during storm responses including snow or flooding.

Essential Duties and Responsibilites
Skilled and experienced in climbing trees.
Formulates plans for pruning and removal.
Must learn to identify the trees common to the service area.
Prunes trees with manual and gas powered saws.
Removes trees with rigging or crane and installs cable support systems.
Performs pre-trip inspection, drives and operates aerial lift truck.
Operates other equipment such as boom arm mowers, mini excavators, skid steer loaders, knuckle booms and dump trucks.
Operates a variety of heavy motorized equipment involved in the construction and maintenance of City grounds, facilities and infrastructure, including, but not limited to, heavy trucks, front end loaders, backhoes, compactors, bulldozers, scrapers, motorized pan, tampers, rollers, automated side loader refuse truck, aerial lift trucks, etc.
Trains ground staff and new employees under the direction of the Crew Supervisor.
Provides customer service in interactions with the public if needed.
Inspects equipment daily and reports need for repairs; assists in repair work.
Performs routine preventive maintenance on equipment, such as checking and filling fluid levels and greasing as necessary.
Performs a variety of manual or semi-skilled labor in conjunction with maintenance and construction projects.
Supplemental Functions:
Other duties include but are not limited to street plowing during winter storms and installation and removal of holiday decorations.
Performs related work as required.
Education and Experience
High school diploma or equivalency preferred.
Minimum of 2 years of relevant experience in tree climbing and/or aerial lift truck operation required.
Minimum of 1 year of relevant experience in the operation of heavy motorized equipment.
Experience with heavy motorized equipment including but not limited to knuckle boom loaders, back-hoe and skid steer loaders is preferred.
Professional certifications and/or a pesticide license are also helpful but not required.
Applicants with equivalent experience and/or education may be considered.
Licensing and Certifications:
Possession of a Class "B" Commercial Driver's License issued by the state of North Carolina.
Knowledge, Skills, & Abilities
Basic knowledge and understanding of tree growth.
Considerable knowledge of the operation and minor maintenance of motorized equipment.
Working knowledge of the occupational hazards related to the job, and the proper safety precautions and equipment used in the safe performance of job duties.
Working knowledge of the practices and procedures involved in tree maintenance and removal, and pest management.
Knowledge of the principles, practices and techniques of supervision.
Ability to read and understand basic workplace data, such as simple forms, tables, graphs, schedules, etc.
Ability to think creatively in all areas for the purpose of increasing efficiency and effectiveness.
Ability to communicate effectively in spoken and written form.
Ability to work independently with limited supervision.
Ability to climb large trees at a height of 50 feet or more.
Ability to instruct less-experienced personnel in operation of heavy motorized equipment.
Ability to work effectively under arduous or unpleasant working conditions.
Demonstrated ability to work effectively with a racially and culturally diverse workforce.

Physical Ability: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors : Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, or rude/irate customers.
