Minimum Qualifications Bachelor’s degree and four years of relevant experience. Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred Qualifications: Demonstrated experience in public relations in a public or private sector including experience in developing and implementing outreach and marketing campaigns that include community engagement and media relations. Excellent communication and interpersonal skills.

Duties Description Under the direction of the Chief Marketing Officer for the NY State of Health, the Assistant Public Information Officer will be responsible for the following: Working closely with the Chief Marketing Officer to use internal and external data about the demographics of new York’s uninsured population to develop a comprehensive public relations plan; Identifying and establishing relations with community partners to increase awareness about and promotion of enrollment in health insurance coverage through NY State of Health; Reviewing requests for public appearances by the Executive Director to determine the appropriateness of the request and recommend participation and/or presentation, functioning as point of contact for logistical arrangements, supporting media relations related to the appearance and performing necessary follow-up after presentations are made; Evaluating proposals for event sponsorships to determine the appropriateness of the event based on demographic and financial considerations, among others, makes recommendations for sponsorship, functioning as point of contact for logistical arrangements, supporting media related to the event, securing staffing for the event, if necessary, and performing necessary follow-up after event is made; Overseeing website content development, organization, and posting—working closely with appropriate IT and technical staff to ensure updates as necessary to keep the public informed and to make available vital information and resources that allow those seeking health insurance to learn how to apply through the NY State of Health marketplace; Researching and writing NY State of Health statements, press releases, responses to media inquiries, periodic reports, newsletters articles and other materials to present NY State of Health in the most accurate and favorable light; Overseeing the development and execution of the social media calendar to increase consumer awareness of NY State of Health and increase engagement; Working with external advertising and public relations agencies and media buying firms to ensure that development and execution is accomplished and that goals of the campaign are met; Coordinating with the Department of Health’s Public Affairs Group and Press Office to ensure coordination of activities.
