The main responsibilities of this role is to serve as an accounting and finance subject matter expert focused on utility finance, including inventory and budgeting using systems to solve identified problems and correct processes within Utility Finance and the work flow between the City Finance Group, the Warehouse and other key stakeholders. Must be able to coordinate the services of the Finance and Budget group within the Department of Water Management. Providing paraprofessional fiscal support and professional fiscal analysis and management for 11 division heads. Incumbents serve as a designated subject matter expert, performing complex financial analysis and/or fiscal program administration, which includes providing first or second level supervision to paraprofessional (non-exempt) employees. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
An incumbent is responsible for monitoring and coordinating fiscal programmatic activities such as supervising and preparing complex analytical spreadsheets; investigating and correcting issues relating to Munis; serving as a liaison between different billing-related activities and/or units; conducting studies and analyses and making recommendations.
Duties/Responsibilities
Manages the comprehensive finance and budget activities for water and sewer.
Administers finance and budget activities by overseeing billing operations, developing and running system queries/reports, ensuring billing integrity, meeting set deadlines and researching document discrepancies; generates and analyzes management reports; coordinates execution special projects related to Utility Finance, Budget and Inventory.
Provides customer service by assisting with inquiries concerning finance; resolves complex finance and budget issues by reviewing account information and conducting account research and investigation; responds to financial disputes; processes financial adjustments. Develops, recommends, and implements administrative policies and procedures, which address departmental concerns and internal efficiencies.
Performs complex analysis and/or program administration, serving as a subject matter expert and consult; manages projects; and ensures compliance with financial and other applicable regulations, policies, and procedures.
Coordinates with, and/or serves as a subject matter expert and consultant to, other financial units, vendors, City management and departments, and/or external agencies; responds to inquiries; leads special projects; participates in making policy- and procedure-related decisions; and investigates and resolves staff, operational, and/or customer dispute issues.
Minimum Qualifications & Experience
Bachelor’s degree or equivalent in accounting, finance, business administration or a related field
Five years of professional accounting/financial experience in work related to assignments.
Advanced knowledge and work experience with Munis or comparable Finance and Accounting Software System and City Works or comparable Work Order system.
