Job Description

In collaboration with the Site Operations Project Management & Construction (PMC) Manager, represent the (PMC) group for all matters related to capital investment planning and financial management of all NREL Capital Investments. The Capital Investment Portfolio Manager – Planning & Finance is responsible for the advance planning of all capital asset projects to ensure the direction of the Capital Investment Program is in alignment with NREL Leadership vision. The Capital Investment Program Manager – Planning & Finance works with the F&O ALD and F&O ALD Business Manager to develop a prioritized list of capital asset projects that address NREL’s needs over a 5-year period. After projects are funded, the primary responsibility for oversighting the project transfers to the Capital Investment Portfolio Manager – Portfolio Execution.

Direct collaboration and coordination with the office of the Associate Laboratory Director (ALD) for Facilities & Operations (F&O) is critically important to assure a solid, accurate, and comprehensive Capital Investment Plan, and ensure that the supporting planning documents are maintained in a timely manner. NREL’s Capital Investment Portfolio includes Construction Line Item (CLI) projects, Utility & Infrastructure projects, General Purpose Plant projects (GPP), General Purpose Equipment projects (GPE), General Purpose Maintenance & Repair projects (M&R), Small Works Projects, Program Funded projects involving construction, Indirect funded construction projects as well as other types of design/construction/equipment projects that fall under NRELs definition of Capital Investments.

Act as the primary interface between the F&O ALD’s office to support development of NREL’s Capital Plan that the F&O office provides to the Department of Energy’s Golden Field Office and DOE Headquarters federal project teams. Work with the PMC Manager on all strategic communications related to the execution and status reporting of the Capital Investment Portfolio to NREL Leadership, DOE Golden Field Office (GFO), Research Operations, and other stakeholders that utilize the NREL Capital Investment Inventory (NCII) system.

Responsibilities include:

  • Provide advice, guidance, and recommendations regarding annual and out-year planning of the construction Capital Investment Portfolio (CIP) in coordination with the PMC Manager and the Capital Investment Portfolio Manager - Portfolio Execution to the Site Operations Leadership, F&O ALD, and F&O Business Manager.

  • Use knowledge of financial and project management requirements to develop clear, multi-year execution plan for the CIP in collaboration with the PMC Manager to help maximize the effectiveness of the Capital Investment planning and execution processes to meet NRELs goals for the investment funds received.Help streamline and improve delivery of the portfolio planning, execution and associated processes including strong change management processes.

  • Manage CIP communications and expectations related to the CIP planning process with key internal and external stakeholders including DOE Golden/HQ, F&O ALD, F&O Business Manager, NREL Leadership Team, Finance, Acquisition Services, Research Operations, Project Management, Intelligent Campus, and other NREL organizations, as necessary.

  • Develop and maintain a dynamic, multi-year portfolio planning and execution funding/spend plan as part of the overall portfolio planning process to ensure the efficient use of limited funding from various fund sources.

  • Evaluate portfolio progress and performance of all capital investments and compile senior management level briefings to support overall portfolio performance evaluation.Develop and present actionable information to Site Operations PMC Manager, F&O ALD, and F&O Business Manager as needed regarding the performance of the CIP.Manage the automated NREL Planning 2.0 process as related to the CIP including oversight of several Project Controllers to input and maintain project plans in the NREL Pricing Tool and Planning 2.0 systems.

  • In collaboration with the CIP Management team and PMC Manager, conduct briefings for NREL executive leadership and DOE Golden Field Office/HQ as needed on the performance and status of the CIP especially major projects, project performance metrics, and related project funding.

  • Identify and inform Site Operations Leadership and F&O ALD of issues within the CIP that have potentially controversial or far-reaching implications and provide actionable recommendations for solutions.Participate in monthly construction execution project reviews to maintain awareness of the execution portion of the CIP.

  • In collaboration with the PMC Manager, prepare “what-if” scenario requests for future Construction Line Item (CLI) projects, Minor Construction Projects, and other high-dollar capital investments.Manage various scenarios to ensure clear communications with the F&O ALD, F&O Business Manager and the CIP management team.

  • Operate as a Subject Matter Expert in DOE Facilities & Infrastructure regulatory environment, including multi-year project execution budgeting, funding, Project Data Sheets and related planning requirements.

  • Analyze, evaluate, and interpret related directives and guidance from DOE and other appropriate governmental entities to determine application to the overall CIP.

  • Collaborate with the PMC Manager to assist with liaison efforts for the Site Operations Leadership, F&O ALD and rest of the NREL Leadership Team, with local, State, and Federal entities regarding current and proposed construction and infrastructure efforts including any associated land acquisition issues.

  • Work closely with the F&O ALD, F&O Business Manager, Capital Investment Portfolio Management team and PMC Project Management Team Leader to ensure smooth project transition from the Lab-wide capital planning process to actual construction project execution.

  • Work closely with the F&O Business Manager to facilitate timely communications with the budgetary and project management segments of the DOE Golden Field Office’s infrastructure oversight function.

Basic Qualifications

Relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Expert understanding and application of project management principles, concepts, practices and standards. Expert knowledge of technical field and related disciplines. Exhibits an exceptional degree of ingenuity, creativity and resourcefulness. Typically viewed as international expert within the field. Outstanding interpersonal, conflict resolution, teaming and communication skills.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Program Manager V / Annual Salary Range: $114,500 - $206,100
