Purpose of the Job

Senior Management position, responsible for the delivery of CBRE Technical Services for DCS across the Central / EMEA region. Principal accountability for pricing, delivery, and scope of vendor maintenance contracts, development of market leading process, and critical operations documentation. Deliver technical service support to business to maintain 100% uptime and achieve account plan ensuring all technical services meet customer SLAs.

The candidate can be based in Amsterdam, London, Frankfurt, Lisbon or Copenhagen.

Key Accountabilities

  • Manage a team of Technical Managers to create & maintain a set of CBRE CE technical operational processes & procedures for each location that align to contractual requirements and industry best practice

  • Provide all locations technical support during incidents

  • Manage and approve the critical works approval process

  • Ensure all technical authorisations and technical training plans are in place across the region

  • Provide technical support for projects

  • Manage the production and ongoing use of the asset management plans for each location

  • Produce and manage a set of emergency operating procedures across the region

  • Provide strategic and operational support on process/standards across Central / EMEA portfolio

  • Continually evaluate our technical operational process & procedures with the team with continual improvement in mind

  • Support site leads in the production, rollout and ongoing use of the CE process & procedures

  • Ensure that the contract provides healthy and safe working conditions and that both clients and company health and safety policy and process is effectively implemented across both CBRE and subcontractors activities, and systems operated to ensure regular review

  • Carryout compliance audits and identify any gaps & risks associated and ensure plan is in place to close these issues

  • Deliver manager employee training programs relating to new and existing processes to improve awareness

  • Manage and ensure all sites conform to the necessary legislations and statutory compliances

  • Present audit results and performance to CBRE senior management.

  • Perform customer interface activities including scheduling, reporting of findings and results

  • Presents critical facilities program results to customer and CBRE management

  • Manage technical library content and structure across the region

  • Work with CE country leads to develop, track and maintain procedures and policies

  • Auditing processes and procedures – to perform audits on the PPM system, PPM reporting, Statutory files etc.

  • Oversee development of operation procedural documents from commissioning documentation and site drawings.

  • Manage the critical document libraries for each location e.g. Drawings, set points and operating manuals

  • Provide support in the tender & pricing process, implementation and delivery for all 3rd party CE vendor contracts.

  • Provide support to ensure that all 3rd party scope, works and performance are in line with contract requirements, audits and evaluations and completed and recorded.

  • Target cost saving initiatives whilst maintaining high level of contract support.

  • Assists sales and marketing in development and preparation of expansion and renewal proposals.

  • Coordinates the performance of raised floor performance evaluations, including technical environmental audits, analysis, troubleshooting, and problem resolution.

  • Provide support and training for the onsite engineering Managers/Supervisors.

  • Executes operational and performance risk assessment.

  • Supports critical facilities commissioning standards within the accounts.

  • Develop critical facilities operation procedural documents from commissioning documentation and site drawings.

Personal Experience/Qualifications/Skills

  • At least 10 years proven management experience in Critical Environments.

  • Electrical and Mechanical or Controls Engineering qualifications.

  • Knowledge of redundancy levels and relation to operational risk.

  • Understanding of relationship of technical strategies within a critical facility environment.

  • Knowledge of procedures and customer requirements in critical facilities.

  • Knowledge of mechanical and electrical distribution system support and equipment function.

  • Advanced people management / relationship skills and an ability to communicate at all levels.

  • Experience of managing people / delivering projects in a Critical Environment - Strong technical understanding and ability to provide leadership and support to site teams.

  • Exceptional written and oral communication skills.

  • Commercial Contract and Financial Awareness.

  • Knowledge of Legislation and Safety compliance.
