This position is covered by the McNamara-O'Hara Service Contract Act (SCA) of 1965. The pay rate and health and welfare allowance are determined by the Wage and Hour Division of the Department of Labor and are specified in the applicable Wage Determination agreement.

This position is full-time and 100% onsite.

BVTI is seeking an experienced Data Entry Clerk to provide direct support to the Medical Disability Examination Office (MDEO) of the Veterans Benefits Administration (VBA) falling under the Department of Veterans Affairs (VA). This contract program supports the areas of outbound mailing, inbound receiving, scanning, coding, and entry of MDEO survey cards. The ideal candidate will be a self-motivator who is attentive to details and possesses a strong appreciation for thoroughness and the ability to ensure critical deadlines are met.

Position Requirements

Key Responsibilities

  • Receive and inventory paper survey cards.
  • Scan, perform paper-to-image reconciliation, and enter survey cards into the electronic document management system.
  • Consistently perform standard package assembly processes involving mass printing, stuffing, and verification of survey cards and envelopes in preparation for outbound shipping.
  • Stage outbound shipping packages and coordinate delivery with the USPS.
  • Ensure quality of work complies with the contract performance requirements.
  • Initiate, recommend and/or provide solutions to prevent the occurrence of product non-conformity.
  • Ability to work with a small team while also possessing the ability to work independently without supervision.

Minimum Requirements

  • High School Diploma/GED.
  • Excellent oral and written communication skills.
  • Proficient in using Microsoft Office applications (Word, Excel, and Outlook).
  • Proficient in using MS Teams and Google Chat.

Preferred Qualifications

  • Experience supporting the Department of Veterans Affairs is strongly desired.
  • Veterans are strongly encouraged to apply.
  • Intimate understanding of outbound and inbound mailroom operations.
  • Experience in quality assurance and/or quality control roles.
  • Additional certifications, education, and/or relevant training will be taken into consideration and weighed appropriately when extending an offer.

  • Be able to remain in a stationary, seated position for most of a standard work shift.
  • Be able to consistently use hands, fingers, and wrists to operate a keyboard and computer mouse.
  • Be able to consistently bend, pull, reach, lift, and transport boxes of paper material between printers, scanners, and other machinery.
  • Be able to bend, pull, reach, lift, and transport boxes of paper material weighing no greater than 25 pounds from an office storage rack to a workstation.
  • Be able to lift and transport boxes of survey cards and/or envelopes weighing no greater than 25 pounds to and from USPS delivery trucks.
  • Be able to occasionally crouch or kneel under a desk to perform routine workstation cleaning.
  • Be able to occasionally move and traverse inside the office to access file cabinets and work resources.

Compensation and Benefits

This position is regulated by the Department of Labor (DOL) as a Service Contract Act (SCA) contract. The DOL sets regulations and guidelines for the minimum hourly rate of pay, holiday and vacation leave benefits, and the amount of health and welfare allowance used to offset the employer's costs of benefits (medical, dental, vision, etc.). The compensation and benefits for the SCA role at BVTI will be in accordance with the applicable wage rates and benefits specified by the Department of Labor for the specific job classification and location. Any unused portion of the health and welfare allowance will be paid out in the employee's paycheck.
