Description

Public Health is looking for a compassionate and empathetic individual to work with people from a variety of cultural and socioeconomic backgrounds. The ideal candidate will have an interest in serving the community in a Public Health setting, be willing to interact with individuals infected and affected by HIV/AIDS and other communicable disease. Additionally, this person will have excellent written and verbal communication skills.

Under the supervision of a Supervising Public Health Nurse and Senior Public Health Nurse, the Community Health Worker investigates cases of communicable diseases, including HIV/AIDS within the County of Ventura; and provides resource information for patients/clients regarding treatment, counseling, prevention, and educational information.

WHAT WE OFFER:

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • Educational/Bilingual Incentive: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

  • Health Plans: Biweekly County contribution towards medical, dental, and/or vision insurance from a group of authorized plans.

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

  • Pension Plan - Participation in the County's defined benefit pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular full-time vacancy in the HIV/AIDS Program.

Examples Of Duties

Duties may include but are not limited to the following:

  • Using numerous resources available including but not limited to the internet and social media, locates patients/clients who are or may have been exposed to communicable diseases, such as HIV/AIDS; may be in contact with law enforcement, family members, acquaintances, courts, and other connections;

  • Conducts investigative interviews on patients/clients by asking questions in search of historical information involving personal relationships with infected persons while maintaining professionalism and complying with HIPAA; interviews may be conducted in homes, apartments, hotels, and other living conditions which exposure to hazardous materials, molds and other poor sanitary conditions may be present;

  • Upon completion of training, performs preliminary specimen collection of blood, urine, skin, and/or saliva for diagnostic tests on patients/clients to ascertain exposure to communicable diseases;

  • Assesses health needs of patients/clients, makes recommendations regarding communicable disease treatment programs and immunizations; and coordinates educational and medical resources as appropriate;

  • Ensures patient/client compliance by maintaining contact and evaluating communicable disease status, detection, treatment progress, preventive care, and to answer inquiries as needed;

  • Communicates with physicians, Public Health Nurses, laboratory personnel, and other medical providers regarding communicable disease cases, locations, persons infected, and other demographics;

  • Engages with and presents to various diverse population groups and organizations in an effort to provide outreach, establish a trust and rapport; and organize informative activities on communicable disease symptoms, transmission, testing, treatment, Public Health laws, and available community resources;

  • Uses Microsoft Office Word, Excel and PowerPoint to prepare and conduct presentations on communicable disease prevention, detection and treatment;

  • Creates informational material on training, treatment, contacts, resources available for patients/clients in the form of flyers, brochures, pamphlets, and other creative methods;

  • Stays abreast of communicable disease discoveries, developments, testing, treatments, trends, and keeps staff up to date;

  • Participates in research studies on communicable diseases and provides input as needed;

  • Maintains records in accordance with Public Health, HIPAA and CDC requirements; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE:

High school diploma, GED or equivalent, plus any combination of education and experience which has led to the acquisition of the required knowledge and abilities.

NECESSARY SPECIAL REQUIREMENTS:

  • Must be bilingual (English/Spanish)

  • Must have a current, valid driver license issued by the State of California by hire date and must maintain during employment

  • Must be willing and able to work with patients/clients exposed to communicable diseases such as HIV/AIDS

DESIRED:

  • College course work in social sciences, ethnic studies, health sciences, communications, or related fields

  • Experience investigating communicable diseases

  • Experience conducting health screenings

  • Experience using Microsoft Suite

  • Experience using social media platforms for professional research purposes

  • Experience working for a Public Health Department

KNOWLEDGE, SKILLS AND ABILITIES:

  • investigate, teach and follow up on communicable diseases with clients;

  • develop trusting and effective working relationships with a diverse client population;

  • maintain case management notes in Nursing computer system;

  • monitor client compliance with health care plan;

  • lead and/or work effectively in a team environment.

SUPPLEMENTAL QUESTIONNAIRE – qualifying: All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. WRITTEN EXAMINATION - 100%: An un-proctored, internet-based, job-related written examination will be administered to test candidates' knowledge of language usage, interviews/confidentiality, medical knowledge and terminology, interpersonal relations, and filing. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
